
Two Dogs Chained at Sheung Shui Recycling Shop

Under current Hong Kong law, as long as animals are fed and given water, confinement often isn't classified as abuse — making it hard for authorities or volunteers to intervene.
At a recycling shop on Jockey Club Road, Sheung Shui, two dogs — Ah Wong (7, male) and Hak Jai (1, male) — are being kept in tiny cages and on extremely short chains outdoors. Ms. Siu Ching from Unchain Dog HK visited the site after receiving complaints from residents and described the dogs' living conditions as very poor.

Hak Jai's cage is hidden among piles of trash; he's unable to reach food or water and reeks of urine, likely due to being forced to relieve himself in place. Ah Wong is chained near the entrance and seems slightly better cared for. Both dogs are calm and allowed petting — contradicting the owner's claim that they're aggressive.
The owner said AFCD officers had previously inspected the site and found no abuse. She now wants to give up Hak Jai due to health issues and age-related difficulties, but fears he may be euthanised if surrendered to authorities.
